Lecia Gilliland, Operations & Communications Manager
“I am a native Texan and have lived in Houston since 1960, that’s right, I’m older than dirt. I have worked for Warriner & Associates since 1999. Working with Bernie is my first introduction into the wonderful world of Trucking Insurance. Working in this field changes your life; you can never again drive down the highway oblivious to the trucks around you. I am usually your first contact when you call our office since I answer the phone and direct your calls. Becky Gutierrez, Senior Account Manager
Becky relocated from Harrisburg, Pennsylvania in 1983 as a policy typist with USF&G Insurance Company. She was put in charge of overhauling and reorganizing the Policy File Department Filing System of approximately 10,000 policy files. A year later, she was promoted to Commercial All-Lines Multi-State Casualty Rater including Auto & GL Experience Rating, Quality Control for Rating and State Statistical Coding, and training new Commercial Raters. Four years later Becky was promoted to Underwriter Trainee which included responsibility of cross-training 8 Commercial Property Raters in Automobile Rating and Coverages. She holds a Texas General Lines Agent’s license and has 35+ years Commercial Lines Insurance experience on both company policy service, and agency customer service arenas.
From 1997 thru 2005 Becky was Transportation Program Senior Account Manager for Bunker Hill Insurance Agency/Great Midwest Insurance Company. Her extensive experience is in managing all lines of Insurance coverage for middle market complex transportation accounts, Auto Experience Rating Reconciliation; and Actuary activities for and filing of Commercial and Private Passenger Auto Insurance Rules and Rates with Texas and other States’ Departments of Insurance.
Deborah Henderson, Senior Account Manager
Deborah relocated to Houston from the Dallas-Fort Worth area in September 2012 and joined the Warriner Team’s Large Fleet Department November 2012. She has 30+ years of Commercial and Personal Lines insurance experience after obtaining her General Lines Agent’s license. While in the DFW metropolitan area, Deborah worked for several independent agencies as Account Manager as well as with a Surplus Lines agent as an Assistant Underwriter.
Deborah says building rapport with her clients and providing the best possible service has always been her goal in her rewarding career in the insurance industry.
Katy Kottwitz, Accounting & Administrative Manager
Katy was born and raised in Houston, Texas. She attended the University of Texas at Austin, where she studied retail merchandising. She also earned her Business Foundations Certificate from McCombs School of Business, while focusing on Pre-Med studies. Katy graduated from the University with honors and invitations to Kappa Omicron Nu, Alpha Lambda Delta, and Phi Eta Sigma. After graduating, she became the Study Coordinator leading a phase 3 drug study and as the back office supervisor for a dermatology office. After dedicating several years to the medical field, she decided to switch career paths and concentrate on pursuing her business background. She joined Warriner & Associates in August, earned her property and casualty license, and has immersed herself in the accounting side of insurance and HR. Her attention to detail has played a major role in past and future successes. Hook ‘em!
Breanna Lege, Assistant Account Manager
Breanna is entering her second year at Warriner & Associates and has recently been promoted to Assistant Account Manager. She began as a Production Assistant, where she processed underwriting data, clerked for the account teams, and began her education in the transportation insurance business.
Stephanie Mier, Account Manager
Stephanie is a native Houstonian. She started in insurance in 2002 for Bunker Hill Insurance Agency (now HIIG). Stephanie worked in rating & underwriting (5 years), claims (2 years), and as account manager (7 years). Stephanie is licensed as both a TX Property & Casualty Agent and Adjuster. She specializes in 1-5 truck accounts and owner-operator lines of coverage. Stephanie is committed to her clients’ success and looks for creative ways to provide service and products that work for their specific needs, no matter how unique.
Judith Paine, Senior Account Manager
Judith has been a Houston local for 33 years. For 27 years she worked for Liberty Mutual Insurance Company servicing Middle Market and National Accounts. Her expertise lay in managing complex accounts, performing technical analysis and assisting policyholders in evaluating their everyday insurance needs. Judith prefers to establish and maintain a professional relationship with all her customers while developing a thorough understanding of their operation and service needs.
Kathy Phillips, Special Projects & Policy Auditor
Kathy has more than 35 years experience in trucking insurance. She joined Warriner & Associates in 2009, after serving for 3 years at a Managing General Agency in Pittsburgh, PA. Previously, she was the Vice President of MGA Operations for Lincoln General Insurance Company. Before entering into a management role, Kathy was also an insurance Producer and Account Manager for 21 years, developing new business and managing customer relationships.
Currently, Kathy is engaged performing policy audits and other agency operational performance projects.
Chris McCarty, Certified Fleet Safety – Director Level

Chris McCarty brings an extensive background of practical experience to transportation companies throughout Texas. He understands and has managed safety, dispatch, sales and operations departments of trucking companies large and small. Chris has litigation and courtroom experience in managing major accident claims and lawsuits, and significant experience in contract review and negotiation with customers, vendors and owner operators. Chris earned his Certified Fleet Safety – Director’s designation in 2001.
As the President of Warriner Solutions, Chris works with our insureds to improve their safety discipline, operational performance and regulatory compliance. His goal is to ensure clients have the access to resources that maintain safe and profitable operation year round, between the renewal dates. Warriner Solutions provides a comprehensive menu of services to guarantee that trucking companies are always “Protecting Profits.”
From 2008-2013, Chris was the General Manager of Cheetah Transportation, a fleet customer insured by Warriner & Associates. During Chris’ tenure, the company had an exceptional loss history and safety record. Prior to being GM, Chris was the Safety Director for Cheetah from 2001-2008. It was during his time at Cheetah that Chris developed an excellent working relationship with many of the law enforcement members in the greater Houston area.
From 1998-2000 Chris was a safety manager for Albis Corporation, a manufacturer of plastic polymers. It was at this time that Chris obtained extensive OSHA training and developed the skills for managing a safety department.
Chris’ first exposure to trucking was from 1992-1997 as a CDL driver for McCarty Enterprises, a family owned business that hauled wide loads (mobile homes/offices).
Chris is a former Chairman of the Houston Council of Safety Professionals. He currently sits on the steering committee for the TXTA – Houston Chapter.
Michael McDonald, Director of Business Development
Michael joined Team Warriner in 2012, originally as a consultant to the business. His background is in growing small service-based businesses and marketing new business products to institutional customers. Previous to Warriner & Associates, Michael worked on a two year project implementing FAA program Safety Management Systems for the aviation industry. In college, he majored in Music with a minor in Economics. Michael is a licensed insurance agent and works actively with fleet accounts to identify exposures and reduce “sunk costs”.
Bernie Warriner, Jr., CIC, CRM, CFS/D

Bernie Warriner grew up in a small farming community in the Midwest. In the midst of pursuing a mechanical engineering degree he moved west to Butte, Montana to attend Montana Tech and changing his field of study to Occupational Safety and Health.
In addition to his professional training in safety and risk management Bernie holds the designation of CFS (Certified Fleet Safety) Director Level, CIC (Certified Insurance Counselor) and CRM (Certified Risk Manager). Bernie Warriner holds insurance licenses as a Texas Local Recording Agent and as a non-resident agent in LA, AR, OK, NM, CO, AZ, NV, UT, CA. FL, GA, TN, OH, IL, WS, KS, MO, NC, NY, and PA.
Bernie’s experience in the safety field includes work with ARCO ALASKA in Prudhoe Bay, Alaska as responsible for logistics and site safety for all contractors on the Alaskan slope. Later, he worked with the Department of Energy as an Industrial Hygienist at a coal-fired electrical generation plant in Butte. Thereafter, he gained additional experience in construction site safety at a similar plant in Craig, Colorado. During this period he gained several years of experience while completing a B.S. in Occupational Safety and Health.
In 1984 Bernie headed to Dallas, Texas, taking a position with Liberty Mutual Insurance as a Loss Prevention Representative specializing in Transportation and Oil Field risks. Thereafter Warriner worked with Leaseway Transportation’s Dallas leasing division office providing single source leasing of trucks, drivers, and management to private companies. Several years later he joined Transport Insurance, one of the largest trucking insurance companies in the country. He became a District Sales Manager covering Houston and East Texas, eventually taking over responsibility for nine states throughout the west and southwest.
Bernie left Dallas in 1992 and moved to Houston, starting a Trucking Insurance Division for a regional independent insurance agency. Soon thereafter he started his own company which has grown steadily due to great customers and a dedicated, professional staff. As Bernie has often said, “The experience I have gained in safety, transportation, and risk management are put into action daily. It’s fun to do what I do.”
